WDW characters aren't allowed to interact as much. I know a hatter and he told me that during training they show videos of DL and the interactions between Alice and Hatter and tell them they aren't allowed to act like that. They are strict about making them just stand there and sign autographs and get mad at the characters when they try to improvise. However I have seen the White Rabbit on the teacups one day when he had to be there without Alice.

I simply don't understand that though. Why is that?

WDW gets a lot of guests from overseas. They need to be more careful when dealing with different cultures. For example, I think some of you might be familiar with the two finger point, used in place of just the index. People still have an enjoyable time with the characters; I remember trying to get an autograph from King Louie, who has plastic hands. Also, as said earlier, there are more guests as well, there's really not much time to do anything more than meet and greet.
