It's certainly true that there is usually a fairly long line for Toad at DLR... although sometimes I feel that the long line on Toad is due more to the diminished seating capacity. If the vehicles could seat 4, perhaps the lines would be more comparable to, say, Pinocchio. Personally, I feel we still have Toad because Pooh Bear fit in well with the Critter Country area. Yes, I know I won't be popular for saying that, but Pooh is at least a substitute of the same species, so the theming still works for anyone who wasn't a fan of the Country Bears.
Toad's theming works really well with the DLR Fantasyland design because its English manor facade blends well with the Big Ben, British theming of Peter Pan, right next to Toad. Pooh just wouldn't work as well there. I'm really sorry for you WDW fans, though. Fantasyland just wouldn't be the same without Toad, IMHO. But, perhaps, if DLR comes up with another ride idea, Toad will be off the map here, too. It worries me that it was deemed expendable at WDW.
I'm not sure I agree with the story of Walt Disney's decree, however. We'd still have the Pack Mules (55-73), the Golden Horseshoe Revue (55-86). Granted, the Pack Mules would be a huge liability in today's age and might have been closed despite such a decree. Closing the Revue was a pretty big deal, however, as it held the record for longest-running stage show in the nation. And it's not as though the Revue was replaced by something that was obviously going to be more popular, like BTMRR was for Nature's Wonderland.
Plus, Disney himself said that the park would never be finished, but would always change. Gosh, though, I'd like it if there were a decree like that (and that it would be followed!). I'd feel like some of my favorite rides would always be protected then!
