What is the Year of a Million Dreams Promotion?

We're going there 10/4-10/8 so we'll miss the 50th (again, went last year in June)

Unfortunately, not even most Disney executives know what the Year of a Million Dreams promotion is about; so far it's just a bunch of vague ideas strung together.
