It doesnt matter how big the coaster is. If the sign has copyrighted charectors on it and doesnt get permission its illegal, doesnt matter if the coaster is 3 seconds or 3 minutes. Just like if you download 1 song, just as illegal as downloading 1000 songs. Doesnt matter how big the Crimes are, they are all crimes.

Actually Disney Legal isnt as powerful as people think they are. I know sombody that was emotionally abused when she worked at WDS (the REAL one in Burbank). So she sued disney and won. Lets just say she got LOTS of money. I wont say exactly but let me tell you think in the area of 200,000 bucks.
