i've got everything set in stone but i really still dont understand the "whimsical dedication" portion. can you explain that to me please?

Sure.

For the dedication...just come up with a small speech that would be said before the attraction is offically opened. It doesnt have to be long, just a few lines.
For the whisical part...it has to have a little comedy to it. Make the comedy tie in to the attraction somehow. Put a Disney touch on it. Make a joke...make it whisical and fun!

I just got the idea today! It looks like I'm in pretty bad shape, but I'm designing the ride layout now. It's all in my head right now.

I'm sort in a *ahem* lion's mood right now, so I should catch up and make the deadline.
