Well since I have been in Iraq like 2 out of the last 3 years...I have never been able to experience ToT so right now I would have to say Soarin'. However my opinon might change when I get back to CA in a couple weeks...

well TOT, and i really love the theme of flicks fun fair! the bathrooms are cool in there with the cripping of crickets and the benches made from "popsicle sticks" and it still has the stain of the dye, it looks so real! they should put jokes on some of them

I definitely agree with nearly everyone here that Tower of Terror takes the cake. Can't really beat it... it's like being in an episode of "The Twilight Zone" (Which is a actually a shame for me, 'cause I find the actual ride portion to be one of the most unpleasant experiences at the park, but I love the pre-show and queue). But to feel like you're actually a part of the attraction is the most you can ask for from any of the rides at Disneyland.
But I have to give props to Muppet Vision 3-D and Monter's, Inc. Mike and Sulley to the Rescue. From YouTube videos I've seen of Toy Story Midway Mania!, the job done there looks pretty impressive as well. They're wonderfully immersive; I'm always taken with those rides that not only are great rides, but have impressive details in the queue.

ToT was freggin' awesome when I went. I took a pic in front of the sign and by one of the lamp-posts with the Tower in the background...
I wanted to get a pic of me in front of the HTH Poster (talking about the Tip-Top Club) but there were people in front of it already. But yeah there's just so much stuff in the queue and outside that make the tower look so authentic. Besides, imagineers said that people have called the chamber of commerce in Anaheim to see if they could get reservations for it. That sounds like it appeals very real to anyone who's never been to DLR or WDW before.

Definetly TOT, the theme is aparent completely thru the whole ride and queue and it gets you nice and creeped out for whats to come.
I'd also say GRR area gives you the feeling that you are acually in a rapid expidition and the theming all comes together nicely.

I have to agree with Flik's Fun Fair. Those huge clovers and popsicle stick benches totally make me feel like I'm tiny. Plus having that HUGE tower in the background.
I've only been on TOT once and I was so scared out of my mind and concentrating on not puking that I barely even noticed the themeing!
