Yzma and Professor Ratigan!
I loved Yzma and her absurdity and just the overall wackiness she provided in the film, yet staying devious all at the same time.
And how can you not love that evil rat? "Oh Ratigan, oh ratigan!" Vincent Price voicing him is also a great bonus!

I would say that so many Disney villians either have henchmen do their dirty work or they tiptoe around the subject of villianry and never really seal the deal. One villian that I can give props to for actually getting down, dirty, and downright awful...

Scar.

No kidnappings. No evil curses or spells. Scar kills the king, his brother, and runs an entire kingdom into the ground.

I agree that Scar was truly evil, but there is one Disney villain that was even worse.

Syndrome was completely ruthless. Sure he didn't get away with the plans he had, but he tried his hardest and never backed down. He almost killed all of the Incredible family at one point or another.

But as for my favorite villains: Scar and Ursula.
