Hey Facnyface,
I am a little confused about your question. I am not sure if you are talking about UPLOADING a video from a camera or if you are talking about DOWNLOADING a video from the net(since you specifically used the word download)..... But I am just going to assume that you are asking how to upload a DV video.
Will this video be coming from a camcorder?
Well, since I do not have specifics I will just assume that you are uploading from a video camera. First, I would read your instruction booklet and make sure that your camera has a port that enables it to connect to a computer.( I know almost all cameras have this feature, but I have experience with cameras not having ports for video transfer, which then led to frustration on my part as it cause me more work for me to get the footage I needed) ANYWAYS, back to your question. If your camera does have this port, in most cases it will be firewire . Make sure you have the proper cable that will connect from the camera to the computer.(such as a 4pin to 6pin firewire cable). Plug the cable into both devices, and, on most cameras, place the camera in VCR or Playback mode. Your computer should recognize your camera at this point. I believe all computers running Windows have the Microsoft Movie Maker(or something of that nature, I stay as far away from it as possible). You can use this, or any other software you have to upload your video. I have not used Microsoft's movie maker in a long time, so I do not remember all the specifics of what you need to do. If you are using a mac, you can either use iMoveHD(built in on computers running OSX Tiger), Final Cut Studios(My personal choice) or a variety of other programs. And with iMovie or FinalCut, the process is pretty quick. PM me if you have any questions..

first off you need to know your budget. there are many capture cards out there and other devices if you choose to use the firewire or the usb. now personally i use the pinnacle moviebox usb. it has composite, dv input and s-video. now eventually i will upgrade to a panasonic ag-dv2000 so i wont have to use my XL1 as a player anymore and save the wear and tear.
also depending on your computer what you use. if your using windows there is also windv that takes the video form your camera via firewire. as for mac i can't help you there but if windows:
here are some links to help you get your start.

i also listen to the dvshow podcast....

Well my old camera I took it back due to night visions probelms I got a new one and a different brand it seems alot better and it also takes Mini DV Videos and it says something about me needing to buy a DV cord... I think that may be a way to download it, it also takes a SD card which I use for my old camera that broke but i now use it for my other digital camera which is being replaced by this camera becuase this camera does everything so I'll use the SD card in there but it's only good for 1 hour and 4 minutes of video and 1000 photos. I like the Mini DV's because they are easy to store and replae and hold alot also I still have alot from my old camera but I'm wondering if this DV Cord thing the instructions dicuss would solve the problem. I am wanting to get them from the camera to the computer. This DV Cord how much would it cost and where would I be able to buy one if that will solve the problem? Also for refference my camera is a Panasonic PV-GS39 don't know if it will help or will it?

DV cord = the cord that goes from your camera into the firewire port(also called 1394) of your computer. The port that goes into the computer will always look the same but different camera brands might have different connectors into the camera.

Hard to say, I bought my friend an iLink cord(Sony's version of the firewire connecter) for $6 but I'm sure they can go all the way up to 30 or 40 for a nice cord

those links above can still help you (providing your windows) but the cable you need has to be comparable with the camera.

The cable you need has an end like this
firewire-6pin-end.jpg (http://www.zpluscable.com/images/products/firewire-6pin-end.jpg)
You plug that into your computer and the other end(which you'll have to make sure you get the right one for your camera) into your camera. Then in windows movie maker there should be an option that's now enabled that lets you import an AVI in DV format(25-30 mbits/sec)

it would help if you got a firewire connection on your computer or use the moviebox to grab it as well. the winDV would grab it from the camera and put it on the hd.
