Here in Portland we have some pedestrian overpasses that have wheelchair lifts. They're sort of like a miniature elevator. It doesn't take up too much room, but the footprint of the bridge itself is a real hog!
Underground pedestrian passes are hardly ever built anymore. If a pedestrian is victim of a crime in one of those tunnels, it's unlikely that it will be witnessed. It's just not very secure in that regard. Of course this one would be very busy, but picture a lone CM going through it at 1:30am and you get the picture.
