Ok well I've done some of my own research, and I found that was right about the mix bag not including the ice cream element of the whip. Every receipe for Dole Whips I've read calls for mixing the mix with whipped cream and using either an ice cream maker, or just throwing it in the freezer. So, the mix itself would be non-dairy & Dole contributes no dairy to it, but it needs dairy or it's not really a Dole Whip.
