They can't do fireworks, yes, but the show is going to be simply amazing without fireworks. Do they need fireworks to make a show stunning? I don't think they do.
Speaking of World of Color not fitting into anywhere at WDW thematically, I don't even really see how a show about Disney films fits in with a California pier, but that's alright, the show is going to be incredible. It sounds as if it's going to be on a scale much bigger than any show they've ever attempted before.
But.. I wouldn't want it going to another park. I'd like it to stay unique to California. I was glad when Oriental Land opted out of World of Color for Disney Sea and instead picked Fantasmic!, since Fantasmic! has already been redone at WDW.
