Since the DCA version has a different layout then its' Orlando counterpart, this walkway was neccessary. So instead of trying to extend the already massive boiler room look... they decided to theme this area after the "back areas" of the hotel. The idea being, this is where the bel-hops would take their breaks, and where all the behind-the-scenes activity of the hotel would take place. You'll note there are bulletin boards in this area showing some upcomming events, and notes from some bel-hops to others. You'll also find some busted or damaged hotel furniture, and unused service carts. If you go to the far end of this back area, youll see a sign directing where the Kitchen is.

I for one like the addition of this back area... it really isolates you from the line once your inside, and it feels like its just your elevator, and the creepy bel-hop, alone in the hotel.
