"it's a small world!" was originally intended for the 1964 World's Fair. Epcot was originally intended to be a permanent World's Fair. There is something of a connection there. Unfortunately 45 years later, people have no idea what a World's Fair is anymore. They have no mental understanding of the concept of global unity & harmony that people envisioned in the 1960s & 70s, partly because kids these days grow up believing the 60s & 70s were nothing but the happy hippy days, and some war was going on. They could never make the kinds of connections necessary to really "get" why "it's a small world!" is in Epcot.

Today people see "it's a small world!" as a place where a song repeats itself endlessly, happy little dolls dance around, and now Disney characters are here to make your kids feel all warm & fuzzy inside. They don't get it, so, Fantasyland, for sure.
