My Mom has a surgery years ago that effected her for standing for long periods of time so we used to get the Guest Assistance pass but then we were told that a Dr's note isn't enough & due to all the people faking it was much harder to get one. They offered us a wheelchair but said that she could only use the fastpass lines. Where we used to just go through they exit.
I may have her call guest relations and double check today.

I do not know the exact criteria for which City Hall looks for, but as a ride operator people hand me GACs for just about anything (surgery's, mental disabilities ect.).
