Bambi was more complicated than they thought.
If you follow the link, there's a scan of an old magazine article from 1938, all about what Walt Disney Studios is working on "now": According to that article Bambi was supposed to first, followed by Pinocchio... I guess Bambi took alot more planning than they thought, because Pinocchio, Fantasia and Dumbo all came before Bambi.
