FYI: To support my claim that Peter Pan is worse than Hook, Peter Pan sneaks onto Hook's pirate ship and slits pirates' throats in their sleep. Hook's character is concerned about being an "adult" and doing what is proper and socially required of adults. He keeps his clothes clean and pressed. He acts like a gentleman. Peter Pan is an arrogant, snot-nosed punk who kills people. He just kills people in a cheerful manner. Ultimatley, Hook is jealous of Pan's carefree childishness. That's what makes him a "villian."
Well, everyone is entitled to an opinion. I guess I know what you mean by Pan sorta being a villain, though. But all the resources claim Hook (Disney's version, at least) to be a villain.
