Did you read the article?
"Saturn is a source of intense radio emissions, which have been monitored by the Cassini spacecraft. The radio waves are closely related to the auroras near the poles of the planet. These auroras are similar to Earth's northern and southern lights."
You don't need life, people, radio stations, etc. to generate radiowaves - we use them to transport sound and data, but they occur in space as well. It's also imporant to note that they did speed up the sound so what we hear online is not what the actual radio waves would sounded like.
