I had a conversation with a maintanence guy for BLAB a few weeks ago. The lit targets are controlled by online players ONLY. There are no controls in the BLAB attraction that light the targets up on their own.

The webcam images refresh very slowly. Shooting the special targets in BLAB online do trigger, but since the webcam image refreshes so slowly and some angles are bad, you do not see the result sometimes. The conformation of lighting the targets is on the bottom left corner of your screen.
